Public Meeting Agenda

  1. Call to Order; Roll Call by the Commissioners to establish a Quorum.  

  2. Proceed with a vote to approve the Agenda (a crucial step that sets the course of the meeting and ensures all topics are covered).

  3. Public comments (please reserve public comments concerning a listed application until the project is addressed on the meeting's agenda).

  4. Review and approve completed minutes.

  5. The Commissions will discuss general business:

    1. Report from Commissioners on the direct communication from: forwarded website messages, voicemail, discussions on the phone, email and direct mail Inquiries.

    2. The Commission website is under construction. Commissioners will reviewer draft postings, and will decide on the final documents and website changes:

      1. PHSZD New procedures for online applications and applications with multiple submissions (report from Commissioner Haley).

      2. Demolition letter and procedures

      3. Finalize Complaint letter and procedures

      4. Finalize draft letters for pending enforcement issues.

    3. The Commission will discuss the incomplete information currently published on the Bernalillo County Zone Maps for the PHSZD and steps to update them.

  6.  Reports on pending applications (Commissioners). Additional Applications may be added or deleted from the list at the time of the meeting.

    1. 6101 Paradise Blvd, (C-1 Approval). The project submissions were amended and the amended submissions were reviewed by the Commission as of 10/12/2026. The Commission will discuss the findings and the need for a subsequent RFI.

    2. 5973 Avenida La Barranca, Michael Lucero, Swimming Pool. The permit was denied because Bernalillo County wants a second individual permit for the retaining wall.

    3. 10100 Golf Course Road NW, Joint Ventures LLC ( Minor Subdivision approval).

      1. Review the information submitted to date and the Commission's inquiries to Bernalillo County Departments.

      2. Review the need for further RFIs to agents.

      3. Review the requirements for Conditional Use and draft PHSZD Forms and Procedures.

    4. 5625 Paradise Blvd. (Health and Safety Inspection for Food Truck Clearance; Lease giving permission for the food truck)

    5.  9712 Academy Street NW, Lawrence Sanchez (demolition of nonconforming structure). Application was incomplete as of 8/24/2026

    6. 1005 Chantilly Rd. Entry Door replacement

    7. 5733 Piedra Dr., Lydia Davidson, Home Occupation (the application is incomplete as of 8/24/2026).

    8. 5000 Russell, Kenneth Gawell, Home Occupation

    9. 10116 Madeline, Monica Aragon, Home Occupation

    10. 5119 Russell Dr. NW, June Chapman, Home Occupation Permit.

    11. 5643 Paradise Blvd. NW, Commercial Bus. License (Dance Studio)

    12. 5645 Paradise Blvd. NW Commercial Bus. License ( Church)

    13. PHSZD Home Occupation requirements for gun smithing and gun sales

  7. New Business (New Business may be discussed but cannot be approved until an item is listed on an agenda of a posted PHSZD Commission Meeting).

    1. The Commission will discuss a financial report for 2025.

    2. The Commission has received several IPRA request for 2024, 2025 and 2026 information from the PHSZD Commission.

    3. IPRA means the New Mexico Inspection of Public Records Act (IPRA)

      • What it is: A state law in New Mexico (NMSA 1978, § 14-2-1 to § 14-2-12) enacted in 1978 that guarantees the public's right to inspect and copy state and local government records. 

      • Core Purpose: Promotes transparency and accountability in government, stating that all persons are entitled to information regarding official government acts. 

      • How it works: Any person can submit a request to a public body's records custodian. Agencies generally have 3 business days to acknowledge or respond, and up to 15 days to fulfill requests. The requests were received over several days.

  8. Adjourn to the next meeting.
