  1. Call to Order, Roll Call by the Commissioners to establish a Quorum. 

  2. Vote by the Commissioner present to approve the Agenda. 

  3. PUBLIC COMMENTS 

  4. Announcements and proposed New Business on the following published Agenda.

  5. Vote to approve any completed Minutes. 

  6. Commissioner Haley will report on new and continuing 2024 expenses. 

  7. Report on PHSZD zoning permit applications in the 2023 backlog—the percentage of non-conforming, incomplete applications and the number of manual corrections. 

  8. Review of posted ordinance revisions as of Thursday, February 22, 2024. Please see endnote.

  9. The Focus of the meeting will be the Preliminary Review of the New and Revised Ordinance. 

  • Enforcement, Nuisance, Non Conforming but approved structures, Non-Conforming Unapproved Structures, Zone Verification, and Zone Map

  • Proposed Table of Contents

  • Discussion on a continuum of responses to violations

  1. Current Verified Complaints (Reports)

  2. Assignments and Calendar for Enforcement

Endnotes:

  1. The Commission began to publish revisions to the PHSZD Ordinance in September 2023. The Paradise Hills Special Zoning District Commission revised the Paradise Hills Special Zoning District Comprehensive Zoning Ordinance, edited in 2009. The Commission posted half of the draft Ordinance updates on September 21, 2023, and several additional Sections this week. The Commission published the annotated changes through the Commission's website (Sections 1 through 22). The Paradise Hills Special Zoning District Commission will post the Comprehensive Ordinance at the beginning of 2024. 

  2. The Commission will schedule the Legislative Hearing to vote on the proposed amendments. The Commission proposes online meetings in the future for ease of required video recording (New Mexico Open Meetings Act and NM State Zoning Statute). 

  3. All public meetings and agendas are on the Paradise Hills Special Zoning District website. The Commissioners welcome comments, and our neighbors can attend all scheduled meetings via Zoom Links and give comments at public meetings by mailing to the Commission's Post Office Box or via our email address (contact@paradisehillsspecialzoning.org). 

  4. Changes include updates to policies and procedures currently approved by the Commission by past resolutions or legislative approval and new proposed resolutions. A Committee of the Commission (Commissioners Haley and Fleck) is revising the transparency portal for the website.
