COMMISSIONERS: KYM FLECK, ELIZABETH HALEY, PETE RESER, VAL VAUGHN,

  1. Call to Order, Roll Call by the Commissioners to establish a Quorum.  

  2. Proceed with a 'vote to approve the Agenda, a crucial step that sets the course of the meeting and ensures all topics are covered.  

  3. PUBLIC COMMENTS  

  4. The Commission will review unresolved applications due to missing supporting documents, unpaid or partially paid permit fees, or nonconforming projects requiring a variance or rejection. The Commission is committed to a thorough and fair review process. Commissioner Haley will provide a status report on the following projects:

  5. 10304 Piedras CT NW, Robert, and Alicia Brazos Conditional Use request

  6. 1004 Bellevue Court, Kathleen Baca Addition

  7. 5330 Fairfax Drive Nicole Fay Carport Addition,

  8. 10030 Treasure CT. Elizabeth and Alex Robles Primary Building Modification

  9. 10208 Calle Hidalgo Shane Blackburn Fence

  10. 10216 Carraro Place Joseph Carraro Solar Addition

  11. 5047 Justin DR Laurie and Mikel Geilenfeldt/Amanda Geilenfeldt, Accessory Building, Fences

  12. 5717 Avenida La Mirada, Jeri Ann Baker & Diana Dauwalder, Primary Building Modification

  13. The Commission will review the issue of nonconforming site plans.

  14. The Commission will update the form after finalizing the PHSZD Ordinance,

  15. Vote to approve completed Minutes.  

  16. The Commissioner will discuss the new 2025 and continuing 2024 expenses and the plans for closing out and reporting 2024 receipts and costs. The Commission will also set a date for final reporting for 2024 and review the draft budget for 2025.

  17. Review of posted ordinance revisions as of Thursday, February 13, 2025. The Commissioners will engage in a comprehensive discussion of the Commissioner's recommendations for new procedures and review the draft PHSZD Policies and Procedures and the PHSZD Commissioner's Handbook for Public Meetings, Legislative Meetings, and Quasi-judicial Meetings

  18. The Commissioners will review a plan for public meetings, publication, and approval of pending Ordinance Legislation. The Commission will schedule a joint community meeting and mailing with Paradise Hills Civic Association and Paradise Hills Special Zoning District. The primary topics would be the Ordinance updates and the PHCA's yearly meeting.

  19. The Commissioners will discuss methods of replacements for resigning or ill Commissioner

  20. Legislative Agenda for 2025

  21. New Business: Inquiry from the CABQ Office of Neighborhood Coordination Concerning PHCA Inquiry

  22. PHSZD Response to the City of Albuquerque Inquiry re PHCA and pending WSCONA LUHO Appeal

  23. Adjourn to the next scheduled meeting


Endnotes:

The Commission began to publish revisions to the PHSZD Ordinance in

September 2023. The Paradise Hills Special Zoning District Commission revised the Paradise Hills Special Zoning District Comprehensive Zoning Ordinance, edited in 2009. The Commission posted half of the draft Ordinance updates on September 21, 2023, and several additional Sections this week. The Commission published the annotated changes through the website (Sections 1 through 22). The Paradise Hills Special Zoning District Commission will post the Final Draft Comprehensive Ordinance in 2025.

  • The Commission will schedule the Legislative Hearing to vote on the proposed amendments. In the immediate future, the Commission proposes online meetings (New Mexico Open Meetings Act and NM State Zoning Statute).

  • All public meetings and agendas are on the Paradise Hills Special Zoning District website. The Commissioners welcome comments, and our neighbors can attend all scheduled meetings via Zoom Links and give comments at public meetings by mailing to the Commission's Post Office Box or via our email address (contact@paradisehillsspecialzoning.org).


  • Changes include updates to policies and procedures currently approved by the Commission through past resolutions or legislative approval and new proposed resolutions. A Commission committee (Commissioners Haley and Fleck) is revising the website's transparency portal.
